Macau Chief Executive Fernando Tsui Sion is reportedly preparing for a sweeping government reshuffle for a second term starting on Dec. 20. Tsui plans to replace his current secretaries as well as other senior officials, the Chinese-language Macau Daily News, which is one of Macau’s most influential newspapers and has good access to official sources, reported.
The Macau Daily News reported that Lionel Leung Baitak (pictured) will reportedly be appointed to replace Francis Tam Pak Yuen as minister of economic and finance, overseeing Macau’s gaming industry. Another local newspaper, the Portuguese-language media outlet Gornal Tribuna de Macao, reported last week that a special change is likely. Tam has held the position since Macau took over from the Portuguese administration in 1999.
If the report is correct, it will be up to Leung to negotiate with six current Macau game concessionors what will happen when their current rights expire on various dates from 2020 to 2022. Francis Tam has previously said he expects such negotiations to begin in 2016.
Leung is a member of the administrative committee of mainland China and an elected member of the National People’s Congress of mainland China. He has been named as the leading candidate to succeed cui cion as chief executive.
Leung is likely to be the only next member of the government without a career in public services. The entrepreneur quit his reduced textile manufacturing business in Macau in 2009 and set up a large laundry facility to serve Macau’s main casino hotels.
Leung has said in past interviews with local media that he opposes Macau’s new minimum wage. He has also argued that Macau’s small and medium-sized enterprises should be allowed to import labor with less restrictions.
Lausio, the transport and utilities minister and overseeing the government agency responsible for issuing construction permits, is also set to step down in December, according to the Macau Daily News. The report says Tsui appointed Raimundo Arais Du Rosario as director of public works.
Mr. Rosario, an engineer, is currently the head of Macau’s mission to the European Union and the representative of the Lisbon office. From 1992 to 2001, he served as a member of the legislature appointed by the then governor of Macau during the Portuguese administration.
Chief Executive Officer of Macau casino operator SJM Holdings Ltd SJM Ltd said on Tuesday that the change of key government secretaries does not negatively impact the gaming industry.
He said: “The change of secretary has very high expectations from the public because [the officials] have been in office for a long time. It’s not a bad time… It will continue.
